In Southwest Florida, many of the gated communities are a Community Development District (CDD). In a nutshell, CDD’s provide a conduit for the financing and management of new communities. The communities essentially borrow from the county to develop the area and then the homeowners pay back the loan over time - usually 20 or 30 years. The CDD fee is included in the homeowner’s annual tax bill.
